Update NodeRed to 3.1

Currently:

• node-red has the version set to node-red@v2-maintenance.
• node-red-contrib-web-worldmap is unversioned (i.e. latest)

The versions should be pinned to ensure that they are compatible.

• node-red-contrib-web-worldmap@v4.8.0

I am removing the old flows from the repository as they have long since been moved into their own repository.

  I wasted a fair bit of time trying to understand how they worked until I discovered that they are not used.

It appears that this is also true for SALUTE.
The status of the other flows should be evaluated as well.

The update to the node-red and worldmap suggest changes to the flows using them.

Then you can test the full installer.
