Will NCCL EP be directly merged int NCCL in the future?

hey @wanggeng09825 sorry I missed replying here.
We don't plan to merge nccl-ep into the core nccl library because the API surface work on different levels of abstraction - e.g. core NCCL's APIs work on buffers and communicators, while nccl-ep's APIs have tensors and handles etc.

With that said, we are planning to ship a different library that encapsulates a few different components that are useful for AI/DL. Stay tuned for more news on this!
