OBS Scratch Build does not submit the latest changes

For some mysterious reason, sometimes the OBS Scratch Build does not submit the latest changes.

I noticed this while working on the NVIDIA image, but I assumed it was a fluke, since we had so many other infra issues during those weeks.

However, it happened again today, with the AMD image, where the temporary GitHub branch is updated with my force push, but not OBS, OBS is still building the previous revision.

I'm not sure where the issue is, I did not try to debug anything.

there is no push, obs is syncing via the webhook by itself. there are frequently issues with delivering the github webhook, e.g. like timeouts (most likely firewall stuff). this also happens outside PRs I think.
