Figure out why some tables are missing

So far I've noticed weenie string props are missing but I'd guess more are. They're exported from MySQL and just not showing up in Datasette.

I re-worked the action but it's sorta weirder and worse now. Step 1 uploads TSVs now and they're correct as far as I can tell. Step 2 now breaks on GHA but not locally (if I download the artifact and run csvs-to-sqlite locally).

Toss a tmate in there and see what's going on.

Part of the issue here was a shell compatibility thing. The https://datasette.io/tools/csvs-to-sqlite docs suggest escaping "\t" like $'\t' which fish doesn't need but other shells do. This was causing parse failures. Things work now that I've fixed that but I'm now noticing that empty tables don't get exported so only ace_world uploads.

I'd like to export all tables but ace_world is by far the most important so this is fine for now.
