In principle, github is made in such a way that it can be returned upstream to any point.

You will not see the storage history for a specific date, but for a specific Pull Request
For example, I want the state of the files before merging request 2869:

The proper way to step through a repo's history when viewing on GitHub.com is to view the Commits page:

From there, you can view individual commits & browse the repo at that point in history by clicking on the < > button:
