Word cloud options toolbar sometimes in wrong position

Description

When generating a word cloud that only has a few words, the toolbar of options (see image below) will position itself near the bottom of the words, as opposed to directly above the "Generate Word Cloud" options.

Steps to Reproduce

1. Open Consty and create a new sphere graph
2. Views -> Word Cloud
3. Set "Element Type" to "node"
4. Set "Attribute" to "Geo.Country"
5. Ensure "Threshold" is set to 5
6. Ensure all nodes on graph are DESELECTED
7. Click Generate
8. Observe toolbar is positioned just below the words in the world cloud

Behaviour

Expected behaviour: Options toolbar should always be positioned directly above the "Generate Word Cloud" options

Actual behaviour: It is able to position itself elsewhere
