Add release version tags to docker images

Requesting this feature after discussing in a separate thread with Matt Bain.

We would like a semantic version to get added to the calmhub docker images in docker hub.

Calmhub

Description of Feature:

Having a semantic release version will make it clear what docker hub images have what features

Implementation Checklist:

• Design reviewed and approved
• Implementation completed
• Tests written and passing
• Documentation updated
• Relevant workflows updated (if needed)
• Performance impact assessed
