Removing a service doesn't remove users

If you remove a service, the database and groups are dropped but users are not. This means that when attempting to recreate an app, the bind fails, since the user for it already exists.

Hello, I'm not very sure if we should drop all users when dropping a database instance. Currently there's a command you can run to drop users before dropping database:

tsuru unbind postgres_instance --app my_app

Maybe not but the problem is this:

• Create app
• Create DB
• Link app and DB
• Destroy DB
• Destroy app
• Create app
• Create DB
• Link fails because user still exists in DB

Unbinding before app removal seems to work but it's easy to forget.

Perhaps an alternative would be to use an existing user if it's in the database already and reset the password?
