Is this vmlinux truely unextractable?

Ive been trying to get this mipsel kernel to run in qemu(2019 version as mipsel support was dropped for it) But im having trouble extracting it.

I know for a fact its a valid VMLINUX but because the header information is not a .elf file it will refuse to read. But nothing is compressed or encrypted.

Sadly despite being a valid vmlinux I can not extract it despite having ALL the data

Even though there are format strings and stack unwind information, this may well be a kernel compiled without the symbols table: #3 (comment)

Especially considering the old version.

Hence it may be though inferring stuff like the base address.
