Setup CI for pipeliner and pipeliner-depot

As a pipeliner and pipeliner-depot maintainer I want to see status of each pull request made for these repositories.

After open sourcing Pipeliner we need a way to set up some CI/CD to be able to build Pipeliner on pull request so that people who contribute code can see if everything works or if there are some errors they need to fix.

build, unit- and component tests could be run with CI (e g Travis CI) because they're independent of Jenkins. Jenkins is stubbed in the test framework.

I created a task template that includes the legal notice as footer. As you, I created the first issue ticket without the right footer in place.
