I can update the ocrmypdf-alpine Docker image to 3.23; will do for next release.

I can't change version of ocrmypdf that Alpine packages - that is handled by downstream packagers of ocrmypdf. v17 had some more complex dependency changes, so it's not surprising some distributions haven't migrated it yet.
