Improve releasing doc about OLM bundle

This PR improves a little bit the OLM bundle creation and testing section within the releasing doc by:

• ordering the fields to be changed in the CSV
• using a DOCKER_CMD env var for all commands related to bundle and catalog creation (for users who don't user docker but podman or something else)
