Add a Scan Policy pull down to the Quick Start / Automated Scan panel.
https://www.zaproxy.org/docs/desktop/addons/quick-start/#automated-scan
This will allow the user to select which policy to use when performing the scan.
The Active Scan dialog already has this option, so it should be possible to use that to understand what needs to be called.
