fix: use exponential backoff when retrying docker compose pull#7048

Docker Hub auth endpoint (auth.docker.io) occasionally times out from GitHub Actions runners. The previous flat 10s retry was too short to recover from transient network gaps. This increases max attempts from 3 to 5 and uses exponential backoff (30s, 60s, 120s, 240s). Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
