Documents the rate limit bypass rules feature from PR #67667. Adds a new section explaining what bypass rules do, a caution callout about billing impact, the requirement for at least one filter condition, and where to configure them.
Reflects the new bypass rule MCP tools enabled in PR #67667.
PR #67667 added a new HogQL system table for querying rate limit bypass rules via SQL. This documents the table columns and their descriptions, placed alphabetically among the other system tables.

Rate limit bypass rules allow users to exempt specific exceptions from both project-wide and per-issue rate limits. Matching exceptions are always ingested, even during error spikes. This is useful for critical errors that must never be dropped.
