Full Chinese OCR support

Adds support for Legacy Tesseract and OCR space in Chinese.

Add support for Simplified and Traditional Chinese

This is a rudimentary set of changes on top of the original repo.
The following features are expected not to work in Chinese:

• Legacy Tessaract OCR
• Dictionaries
