chore(ui): migrate kubeflow-common-lib source to kubeflow/notebooks

What this PR does / why we need it:

The kubeflow-common-lib has moved from kubeflow/kubeflow to the kubeflow/notebooks repository. Update the UI Dockerfile to clone from the new location and bump the COMMIT pointer accordingly.
