Summary

pin the surface test Docker image from node:latest to node:22
avoid breakage from newer Node releases in the Docker test harness
keep Docker-based test runs aligned with the server's supported runtime line

Closes #1823

Testing

Verified Docker is available locally
Full Docker surface test suite not run in this session
