This PR moves the Product Catalog from the Inventory section to the Essentials section. This brings everything from 18.0-19.2 in line with 19.3+. The Product Catalog page was not present in 17.0 or earlier. It makes no other changes.
This 18.0 PR can be FWP up to saas-19.2.
