docs: document EIP-1898 blockHash/requireCanonical for readContract and multicall

Documents the EIP-1898 blockHash and requireCanonical params on readContract and multicall. They shipped in #4186 but their docs pages were missed. Also adds the missing blockTag section to multicall.

Docs only, no changeset.
