feat: align local command tower operator loop

Summary

• make npm run dev the truthful localhost full-stack operator path and keep dashboard:dev on the expected dashboard port
• converge the dashboard Runs / Contracts / Agents first-screen narrative onto shared command-tower proof / contract / role-desk copy
• add a safe server-page locale fallback so these pages stay testable outside a request scope

• npm run dev booted API 127.0.0.1:10000 plus dashboard 127.0.0.1:3100
• PM page loaded session history instead of the previous auth/network failure
• Fill example -> Send created PM session 9ecdce7bd27a4b2bba04069cffe256d0 and advanced the journey into Clarify
• Command Tower showed the new session in the live session table
• Workflow list and Runs page both rendered live API-backed surfaces
