feat: close OpenVibeCoding shell with signed history

Summary

• replay the full OpenVibeCoding closeout stack onto a signed branch
• lock the planner desk into triage + dispatch instead of artifact-only readback
• keep the command-deck shell dark-neutral and compress the route-heavy home surface
• strengthen wake metadata proof and align dashboard token expectations
