Introduces an explicit dependency chain between sequential disk attachments for the same virtual machine. This ensures sequential processing per VM to prevent Azure 'ConflictingConcurrentWriteNotAllowed' errors, even when global parallelism is limited. This is to prevent 409 conflicts
